Five housing measures at a glance
The speech announces several different mechanisms. A tax proposal may reduce a qualifying transaction cost; a financing guarantee may help a bank assess an applicant; a housing allocation may add supply over time. None is a discount on every new launch.
| Measure | What was announced | Buyer action |
|---|---|---|
| First-home stamp duty | Proposed full relief up to RM500k; full relief on the first RM500k and 50% on the balance for homes up to RM750k. | Check the final exemption order and your SPA signing date. |
| SJKP | Up to RM20bn in housing-financing guarantees for 80,000 first-time buyers, especially those without fixed income. | Ask a participating bank which scheme and loan limit applies. |
| Bandar MADANI Bukit Jalil | A residential area with amenities including a vertical school; Phase 1 registration was announced for Monday, 12 October 2026. | Wait for the official registration channel and unit rules. |
| Affordable housing | Nearly RM1bn for programmes including Rumah Mesra Rakyat and Program Residensi Rakyat; four projects named across four states. | Compare programme eligibility and delivery, not just the headline allocation. |
| Abandoned-project rescue | Proposed full stamp-duty relief for specified rescue transactions from 2027 through 2030. | Affected original buyers need transaction-specific legal advice. |

First-home stamp duty: the proposed tiers
The Budget wording proposes full exemption on loan agreements and transfer instruments for first homes priced up to RM500,000. Above RM500,000 and up to RM750,000, it proposes full exemption on the first RM500,000 and 50% exemption on the balance. The stated window is for sale and purchase agreements executed from 1 January 2027 through 31 December 2030—not booking dates.
Budget 2026 had already extended the up-to-RM500,000 first-home exemption for SPAs executed through 31 December 2027. The proposed 2027–2030 window and partial RM500,000–RM750,000 tier are the new points to watch. Separately, HASiL’s housing-loan-interest income-tax relief for homes up to RM750,000 is a different measure with its own conditions; do not count it as a stamp-duty exemption.

SJKP: more guarantee capacity, not automatic approval
RM20 billion is the announced ceiling for housing-financing guarantees, not a buyer grant and not a new personal loan limit. The speech targets 80,000 first-time buyers and highlights self-employed people without fixed income. Banks still assess affordability, credit records, the chosen home and the applicable SJKP product.
As at this review, SJKP’s published standard HCGS page states a financing limit of up to RM500,000, including certain financing-related costs. Budget 2027 did not specify a changed individual limit in the speech. Do not assume that a RM750,000 home under the stamp-duty proposal can also be fully financed under SJKP.

Bukit Jalil and other announced housing locations
Bandar MADANI Bukit Jalil was described as a residential area with amenities including a vertical school. The speech says Phase 1 registration will open on Monday, 12 October 2026. It does not itself give a verified unit price, qualification checklist, site boundary or handover date. A 2025 KPKT planning announcement linked the proposal to PR1MA and described smart homes and mobility; those planning concepts should not be mistaken for a final Phase 1 specification.
Nearly RM1 billion was announced for programmes such as Rumah Mesra Rakyat and Program Residensi Rakyat. Four new housing projects were named in Kulai, Johor; Nilai, Negeri Sembilan; Paya Rumput, Melaka; and Pertang Valley, Terengganu. The speech also discusses Kuala Lumpur land for affordable housing, including Belfield; delivery and buyer conditions still need project-level details.
The speech separately continues the My50 Klang Valley public-transport facility and announces a DBKL covered-pedestrian programme. These may matter to a buyer’s daily travel, but neither verifies a new rail station, walkable route or price uplift for any selected property.

How to use the Budget in your shortlist
For a first-time owner-occupier, the proposed duty saving is worth testing, but it should not justify a larger home loan, a poor layout or an unsuitable location. A household near the RM500,000 or RM750,000 boundary should compare the exact SPA price, valuation basis, loan amount, recurring costs and move-in timing before relying on a tax headline.
For investors, the announcements are not a forecast of rising rents or prices. New supply may improve buyer choice and also add competing homes. Test achieved rents, substitutable units, financing and exit demand locally in Kuala Lumpur, Selangor or Johor rather than treating a national allocation as an investment signal.
