The Budget announcement and its limits
The speech describes a residential area for the public with supporting amenities, explicitly including a vertical school. It says Phase 1 registration will open on the Monday after the 9 October Friday announcement—that is 12 October 2026. It does not identify an application URL or publish the price, eligibility, tenure, unit sizes, quantity of Phase 1 homes or completion date.
A 13 October 2025 KPKT planning release said the National Physical Planning Council supported a PR1MA proposal for Bandar MADANI Bukit Jalil involving smart homes, a vertical school, smart mobility and renewable-energy ideas. That earlier planning description is useful background, not evidence that every element is a final Phase 1 entitlement or specification.

Registration details still to verify
Official channel and closing date
Verify the registration site or agency announcement. This guide does not send buyers to an unverified form or intermediary.
Eligibility and allocation
Check citizenship, income, ownership, household, priority and appeal rules only when officially published.
Actual home and costs
Ask for unit type, size, tenure, price, parking, maintenance, financing requirements and restrictions before comparing with a private condo.
Location and delivery
Confirm the exact parcel, transport route, phase boundaries and contractual completion terms. “Bukit Jalil” is not a walking-distance promise.
Do not pay a third party merely to “secure” a Phase 1 slot based on this Budget speech. The speech announces registration timing, not a verified payment or booking process.
Bandar MADANI versus a private Bukit Jalil launch
A government-backed housing development may have buyer-allocation rules and pricing objectives that a private project does not. A private launch may instead offer different layouts, facilities, tenure, location or purchase conditions. Until Bandar MADANI releases its actual Phase 1 details, neither category can be declared the better buy from a headline alone.
The useful comparison is household fit after eligibility: exact unit price, usable space, parking, maintenance, school and work journeys, move-in timing and any ownership restrictions. The proposed first-home stamp-duty tier is a separate national tax proposal; no Bandar MADANI unit is automatically eligible merely because it is named in the same Budget.
No verified price effect yet
It signals intended additional housing supply, but the announcement alone does not show when units will be built, which buyer groups can purchase them, or whether they compete with a particular private project. A future affordable home and a current larger private family layout may serve different households.
Jack’s practical view is to watch the verified Phase 1 plan and delivery schedule before changing a private-property shortlist. A buyer who qualifies for the programme can compare total ownership cost and location; an investor should not infer private-project appreciation or rental decline from an unquantified Phase 1 announcement.
