The announced guarantee and the existing scheme
The Prime Minister announced SJKP housing-financing guarantees of up to RM20 billion for 80,000 first-time buyers, highlighting people without fixed income. SJKP itself predates Budget 2027; the announcement is a guarantee-capacity commitment, not the creation of a new personal grant.
SJKP’s current standard HCGS page states financing up to RM500,000 inclusive of certain protection and transaction costs, while its HCGS-MADANI page states a different RM360,000 limit. The Budget speech does not describe new per-applicant caps or rewrite these product rules. Ask the bank which product applies and whether later 2027 terms have been published.

Existing HCGS eligibility
SJKP lists Malaysian citizenship and age 18 or above, a first residential home for own occupation, and fixed or non-fixed income. Its current criteria also discuss total loan repayments relative to gross income and credit-record limits. A bank may apply its underwriting requirements; meeting a public checklist is not loan approval.
SJKP’s FAQ says its standard scheme can cover qualifying new, under-construction, subsale and auction residential homes, not shophouses or refinancing. That is a current SJKP rule, not proof that the proposed Budget 2027 stamp-duty exemption covers every one of those transactions.
First home and own occupation
Confirm the chosen home’s residential status and your prior ownership position.
Variable income
No fixed payslip need not end the enquiry; document the income stream clearly.
Affordability
Show existing repayments and a realistic monthly buffer, not only a desired loan margin.
Credit history
Check your records before a rushed booking or multiple bank applications.

Income and property documents to prepare
SJKP’s document list includes an SPA, booking sheet or down-payment receipt for the property; recent bank or deposit statements, tax or EPF records where available; an identity-card copy; and relevant business licence or trade evidence. A non-fixed-income applicant may need a self-employment or income declaration confirmed by an authorised person such as a designated government officer, community leader or bank branch manager.
Bring consistent evidence of sales, deposits and recurring commitments. If a bank asks for additional documents, its written checklist controls your application. Do not sign an unaffordable SPA on the assumption that a guarantee will rescue a weak affordability case.

Apply through a participating bank
Start with a specific residential home and a budget that works without optimistic income assumptions. Gather the property and income records, then apply through a participating financial institution; SJKP says applications are made at bank branches, not at SJKP’s office. Ask the bank to identify the current HCGS or HCGS-MADANI terms, financing ceiling, rate, tenure, protection products and fees in writing.
SJKP publishes a participating-institutions page and its official calculator lists institutions such as BSN, Maybank, Bank Islam and RHB Islamic. Participation and product availability can change, so check the current list and the individual bank before making a booking decision.

A guarantee is not a subsidy or loan approval
No. A guarantee supports the lender’s credit risk; the buyer still owes the financing and must pass the bank’s assessment. SJKP’s product page describes guarantee coverage above 100% for some eligible costs under the standard scheme, but that is not a promise that every applicant receives 100% of the property price, no deposit or approval without documentation.
The Budget’s RM20 billion and 80,000-buyer figures are programme-level targets. They do not divide into a guaranteed RM250,000 entitlement per person and cannot be combined mechanically with the proposed RM750,000 stamp-duty band. Loan financing, tax relief and property suitability are three separate decisions.
